I have been in the financial services industry for 36 years.

For the past 11 years, I have focused my practice on Elder Financial Abuse-specifically, predatory commercial scams directed against Seniors, such as Trust Mills, Medi Cal qualification enterprises, and Veterans Aid and Attendance scams.

I am also one of only 32 licensed Life and Disability Analysts here in California. This is the highest level of licensing for Life Agents in California.

I have extensive experience in reviewing and consulting on scams involving life insurance, annuities, Trust Mills, and Veterans Aid and Attendance. In 2010 I gave a presentation on Veterans Aid scams to the national conference of NAPSA, the National Adult Protective Service Workers Association. I was invited and have also given presentations on predatory scams to law enforcement in Santa Barbara and San Luis Obispo Counties, Agents of the Federal Bureau of Investigation and the United States Attorney General. I have been asked for input on Veterans Aid by the U.S. Government accountability Office and members of the U.S. House of Representatives.

I have given an educational presentation on Annuity scams, Trust Mills, and Veterans Aid to the Investigative Division of the California Department of Insurance. I am also a Subject Matter Expert on predatory enterprises such as Veterans Aid scams to the California Department of Insurance Curriculum Board, of which I am Chairman.

In 2016, I was also a founding stakeholder in the Veterans Aid Protection project. This is an ongoing project to educate Seniors about Aid and Attendance scams, to publicize these scams, and to hold financial predators accountable. Members of the project include The City and County of San Francisco, The Department of Veterans Affairs, The California State Attorney Generals Office, The California State Department of Insurance, and The Institute on Aging. I helped to develop both the educational material, as well as the checklists for the Project. These materials are used by APS and other workers.

I have also aided in the drafting of legislation protecting Seniors in California, and have testified before both the California Senate and The California State Assembly on this legislation.
